Property rates increased by 8-15% across all classes of risk last year, Marsh says in its 2012 Pacific Market Insurance Report.

But the broker says loss-affected covers have seen much larger increases and notes that insurers are also seeking to impose coverage restrictions across both Australia and New Zealand.

The report, titled “Navigating the risk and insurance landscape”, says these conditions will continue this year.

The availability of earthquake capacity to New Zealand has become unpredictable as insurers reach the limits of capacity they can provide for Wellington, Marsh says.

It says Zurich’s decision to stop providing natural disaster cover there has required brokers to find an additional $5 billion of capacity.

Many Ansvar clients have been able to find alternative cover after the insurer pulled out of earthquake cover in December, but they have had to take a maximum loss limit for natural disasters and/or forgo any earthquake cover.

Although the report says the impact of the quakes on the insurance market is becoming better understood, “the ability to obtain full earthquake insurance in the medium to longer term, however, is still uncertain”.

Marsh says there has been a trend for insurers to focus on increasing premiums and deductibles for natural disasters and new clauses are emerging in policies, such as “unrepaired damage” which remove any liability where there is previous damage, as well as new restrictions or no coverage available for buildings built before 1936.

There is also no automatic reinstatement of insurance following damage from a natural disaster.

The report says there may be a mild withdrawal of capital across the region due to some insurers holding the bonds of countries with sovereign debt problems and the impact of falling interest rates and share prices.

In the casualty market, Marsh says capacity is plentiful, with most premiums flat and some clients obtaining a reduction in premiums.

There is some pressure to increase rates in professional liability (PI) covers, as the turmoil in global financial markets feeds into claims.

Marsh says financial institutions cover is particularly affected, with standard increases of up to 10% on many risks. Average PI rates are generally stable.

Capacity for directors’ and officers’ risk has been trending down, with insurers “haunted” by securities class actions.

In specialist lines, Marsh says rates in trade credit remain competitive despite rising insolvencies, and the workers’ compensation markets are expected to transition to a hardening market.

It also says the life insurance market will double in size in the next 10 years. The cost of cover has been reducing for years and has never been so cheap.

LONDON (Reuters) - Some of Britain's poorest regions are battling each other and neighbouring France to boost their local economies by hosting Olympic athletes at training camps before this year's Games.

Britain has budgeted to spend 9.3 billion pounds on staging the Olympic and Paralympic Games, mostly on facilities in London, and the capital is expected to hog most of the benefits.

But regional authorities dealing with government funding cuts and high unemployment rates want a slice of the cake.

"Clearly it's difficult times that the country is going through in terms of austerity but the Olympics are a once in a lifetime opportunity so we have to find a way to make the most of that opportunity," said Rob Young, 2012 Games regional co-ordinator for northwest England.

"It's a case of trying to take the glass half-full approach."

Britain is economically divided between a wealthier south, especially London, and the relatively poorer north, where many economic and unemployment "blackspots" can be found.

Aware of the economic disparity, British Olympic organisers - the London Organising Committee (LOCOG) - have tried to spread the benefits to eight English regions outside London and to Scotland, Wales and Northern Ireland.

LOCOG offers a grant worth up to 25,000 pounds for every Olympic and Paralympic Committee that chooses to base their athletes in British regions prior to the Games in July and August.

But Regional Development Agencies (RDAs), quasi-governmental organisations put in charge of attracting international Olympic Committees to Britain, have been cut as Prime Minister David Cameron's government tries to reduce a ballooning public sector.

Regional co-ordinators such as Young, who were employed by the RDAs, have continued to work out of hollowed offices as the agencies were being disbanded and staff laid off.

But their attempts to persuade international athletes to train and spend money in British regions has been made harder by French authorities who saw an opportunity to do the same.

EUROPEAN OLYMPICS

Dominique Dupilet, head of the local council for Pas-de-Calais, a region only 21 miles from England's coast, said France had invested around 100 million euros in regional sports, infrastructure and tourism facilities to attract athletes and tourists to visit before and during the Olympics Games.

Dupilet caused a stir when he put out a video, widely quoted amongst British media, saying "the second the Olympic games were announced for London we hoisted the British flag at (Pas-de-Calais) council".

With just over an hour on the train to London, Calais is closer to London than many British regions.

"In 2011, 40 countries, including France, benefited from our '2012' facilities - some 2,500 athletes from all disciplines," said Dupilet, underlining Calais sports facility credentials.

But with the 25,000 pound LOCOG grant application deadline set to expire at the end of February, British regional co-ordinators are hoping to persuade a handful more countries to base themselves in Britain and shun France, which does not offer a similar reward.

"For the smaller nations, the feedback is that the grant has been critical for them in terms of being able to do these sorts of programmes," said Young, citing the case of northwest England hosting a boxing team from Nauru, the world's smallest republic with population of around 10,000.

ECONOMIC BENEFITS

It is impossible to quantify exactly how much training camps contribute economically, but anecdotal and circumstantial evidence suggests they provide a significant boost.

"Our conservative estimate for Games-related business contracts (in the region) is around 390 million pounds," said Tracy Croft, regional co-ordinator for the east Midlands in central England.

A case-study examining spending by the Australian swimming team - which agreed to use Manchester as a training camp for the 2009 World Championships, 2012 Olympics and 2014 Glasgow Commonwealth Games - estimates the local economy will benefit by up to one million pounds in net spend by the Australian squad.

"Alongside the direct economic benefits of the training camp, the region benefited indirectly from the training camp, as the team made use of local social and leisure facilities, including visits to the cinema, tickets to local sporting events, eating out, and shopping," the northwest report said.

However, regional co-ordinators say the benefits from the training camps stretch beyond boosting local businesses.

"Japan has been using Loughborough University over a period of couple of years and it generally brings a positive influence to the town," Croft said.

"We've been able to do some work with schools around Japanese language and Japanese culture in the region. As well as spend in the local economy, it's how do you maximise the social impact the visitors and having that link with the country."

LONDON (Reuters) - Airport operator BAA must sell London Stansted airport, Britain's fourth busiest, after a court dismissed its appeal against a ruling by the UK's competition watchdog.

Wednesday's ruling is the latest twist in a long battle between BAA and the Competition Commission CC.L stretching back to 2009 when it ruled that the group exerted a dominant hold on airports in Scotland and the southeast of England.

Late last year the CC ordered BAA to sell one of its Scottish airports before it disposes of Stansted airport, which is located about 60 kilometres northeast of London.

BAA, owned by Spanish infrastructure group Ferrovial (FER.MC), put Edinburgh airport up for sale in October 2011, but asked for a judicial review of the ruling on Stansted.

BAA's appeal was dismissed on Wednesday after a judicial review by Britain's Competition Appeal Tribunal CAT.L.

"Whilst BAA is of course entitled to explore the available avenues for challenge, it is now surely time for BAA to accept our findings and proceed with the necessary divestments," Said Laura Carstensen, a member of the original CC inquiry in 2009.

"BAA is in the process of selling Edinburgh airport following our ruling. We will now press ahead to ensure that this is followed promptly by the sale of Stansted airport, to the benefit of passengers and airlines."

BAA owns London's Heathrow, Europe's busiest airport, as well as Southampton and Stansted in England, plus Glasgow, Edinburgh and Aberdeen airports in Scotland.

Stansted handled 18 million passengers in 2011, with 550 aircraft movements a day.

The airport operator has already sold London's Gatwick, the country's second largest airport, to Global Infrastructure Partners for 1.5 billion pounds in 2009 as part of the CC's original ruling.

BAA believes being forced to sell the other airports is unfair because the prevailing economic conditions mean they will not fetch a fair price and because the airports market in the southeast of England has changed.

"We are disappointed by the decision of the CAT, which we will now carefully consider before making any further statements," BAA said.

BAA's CEO Colin Matthews last year told Reuters that Stansted could fetch up to 1.2 billion pounds, but most analysts expect it to fetch around half that.

Shares in Ferrovial were up 0.3 percent at 9.28 euros at 1245 GMT, valuing it at 6.6 billion euros, underperforming Spain's blue-chip Ibex 35 index, which was up 1.35 percent.

In the three months since its reopening, performers have criticised the renovation, audiences booed its operatic premiere and complained about ticket prices, two Bolshoi ballet stars decamped to a rival theatre and other dancers suffered injuries.

"The theatre is in a difficult situation," said Valeria Uralskaya, editor-in-chief of Russia's Ballet Magazine, adding the troupe, who performed at a smaller New Stage during the refurbishing, needs time to grow into the new surroundings.

The renovation returned real gold leaf and alabaster to the 18th century theatre's grandiose interior. Engineers boasted every piece of decor was made out of special materials designed to bounce back sound to improve the acoustics.

Back stage, however, dancers grumbled that practice rooms had become cramped and the Bolshoi had lost the kind of charm that can only exist with the patina of a bygone era.

DEPARTURES AND INJURY

Billed as the start of a triumphant new era at the theatre founded by Empress Catherine the Great in 1776, the Bolshoi's reopening was celebrated in grand style last autumn with a black-tie gala for a star-studded audience.

Rare pine panelling, plush red velvet seats and gold leaf, hand laid according to a mediaeval egg-and-vodka recipe, was to whisk audiences back centuries to the theatre's glory days.

But the first visitors said the show ruined the experience.

Tradition-loving Russian audiences, shocked by its on-stage nudity and flashy video installations, booed and hissed Mikhail Glinka's season-opening opera "Ruslan and Lyudmila".

A month later, as critics awaited the premiere of crowd-pleasing classic "Sleeping Beauty", staged by 85-year-old Bolshoi legend Yuri Grigorovich, two star dancers quit.

On-stage, off-stage lovebirds Natalia Osipova, 25, and Ivan Vasiliev, 22, left for the smaller and lesser-known Mikhailovsky Theatre in St. Petersburg.

In a parting jibe, the marquee performers said they left in search of creative freedom not money -- although a free flat and generous wages were part of the Mikhailovsky offer.

All eyes now turned to David Hallberg, who joined the Bolshoi as its first American principal dancer last September.

The striking, fair-haired, six-foot-two dancer gracefully debuted in Sleeping Beauty, winning praise from critics eager to forgive the Bolshoi its opening opera flop.

Success and redemption were short-lived, however. Despite a new shock-absorbant stage coating to make jumping safer for dancers, Hallberg sprained his ankle on the ballet's second night and left for two weeks of treatment in the United States.

To add insult to injury, Russian culture fans flooded the blogosphere with complaints about the cost of tickets, particularly those bought by ticket touts for resale at an enormous mark-up.

"Culdrose is first and foremost a Royal Navy search and rescue service," it said.

In the most recent Olympics of Athens in 2004 and Beijing in 2008, the flame arrived at the commercial airports of those capitals instead of military bases.

The London Games flame will be lit on May 10 in Olympia, Greece, site of the ancient Olympics before a short Greek relay and the official handover ceremony in Athens for the start of the British leg.

The 70-day torch relay will travel some 12,800 kms around Britain, taking in 1,018 villages and the 1,085-metre summit of Snowdon.

The relay will also take in landmarks around Britain with the flame travelling at times by canal boat, cable car, tram, steam train, hot air balloon and even motorcycle sidecar on the Isle of Man TT course.

More than 95 percent of the population will be within an hour of the route.

London has chosen a lower profile relay than the protest-marred international route to Beijing in 2008, which included the problematic ascent of Everest.

The flame will be carried by 8,000 torchbearers, taking in the outer reaches of Scotland, Wales and Northern Ireland as well as the Irish capital, Dublin, before reaching its final destination at the Olympic Stadium in east London for the opening ceremony on July 27.

LONDON (Reuters) - Shrinking bonus pools in London's City financial district will reduce bankers' clout in the British capital's buoyant prime housing market this year, with hedge fund managers set to outspend them for the first time, data from Savills showed.

The property consultancy said on Wednesday that while banker bonuses were a key factor behind rocketing London house prices in 2006-7, their importance has been overtaken by overseas investors and buyers from the hedge fund and private office-populated West End district.

"Until that point, there had been a strong link between house price movements in the capital and bonus payments, but that link is now broken and the market's dependency on City bonuses is much reduced," Savills said on Wednesday.

Buyers from the West End financial district are expected to spend 1.5 billion pounds on London houses priced over 500,000 pounds this year, while City bankers are predicted to spend just over 1 billion pounds in bonus money.

Savills said it expects international investors to retain their position as London's biggest buyers of prime housing in 2012 with a predicted spend of 4 billion pounds, as many continue to favour London for its safe haven status.

"We are seeing early signs that international wealth can be replaced by new equity, particularly from the private offices and hedge funds - the West End cash generators," Savills' Head of Residential Research, Yolande Barnes, said.

Headhunters and bankers are predicting a significant proportion of bank employees will receive no bonus this year, while bonus payouts may be cut by at least 30 percent for those who get them.

The slashed payouts come as falling profits, a gloomy outlook for the industry and political pressure push bank bosses to break away from a culture in which most staff expect a bonus every year and base their personal budget around it.

On Sunday, Royal Bank of Scotland (RBS.L) chief executive Stephen Hester waived a bonus worth almost a billion pounds on Sunday after the handout angered Britons bearing the brunt of government budget cuts.

GENEVA (Reuters) - International air passenger traffic rose 6.4 percent year-on-year in December, while freight traffic fell 0.8 percent, industry body IATA said.

For 2011 as a whole, the number of passengers on international routes rose 6.9 percent while freight was down 0.6 percent, the International Air Transport Association said on Wednesday.

With domestic flights operated by its 240 members included, overall passenger growth was 5.9 percent while cargo was down 0.7 percent, according to the body.

IATA airlines, which include major global carriers and most domestic operators but not low-cost airlines, account for 84 percent of world traffic.

The Geneva-based body's director-general and chief executive Tony Tyler said 2011 was a year of contrasts, with healthy passenger growth in the first half offset by a declining cargo market.

"Optimism in China contrasted with gloom in Europe. Ironically, the weak euro supported business travel demand," said Tyler.

"But Europe's primarily tax-and-restrict approach to aviation policy left the continent's carriers with the weakest profitability among the industry's major regions," he said.

In December, IATA said airlines faced over $8 billion in overall losses this year if the euro zone turmoil in Europe turned into a full banking crisis.

Even in the best-case scenario, the global industry was likely to see a decline in profit from $6.9 billion in 2011 to $3.5 billion in 2012, officials said at that time.

On Wednesday, Tyler said there had been heartening developments since then in the form of improving business confidence "and encouraging news from the U.S. economy".

"(But) it is far too early to start predicting a soft landing (for the industry) for 2012."

OSLO (Reuters) - Fresh from placing one of Europe's biggest ever aircraft orders, Norwegian Air Shuttle chief Bjoern Kjos predicted more airline collapses in Europe this year and said the airline stood ready to plug the gaps, while setting its sights on Asia.

Norwegian (NWC.OL) last week ordered $21.5 billion worth of new planes at list prices and Kjos said he saw the airline expanding into Asia with the creation of new bases there.

"I think there will be lots of opportunities in Europe in 2012 because there are too many airlines that have way too old fleets to be profitable with the oil prices of today," said Kjos, a former fighter pilot and mystery novel writer.

"I think you will see airlines collapsing ... high costs and old planes are a dangerous mix," he added in an interview with Reuters.

Although some analysts see the firm's purchase of 222 narrow body planes as risky, shareholders have lined up behind Kjos, pushing the stock sharply higher in an outbreak of support rare in an industry otherwise dogged by problems.

Kjos, 65, who is working on his second mystery novel and still flies gliders, brushed aside suggestions his massive aircraft purchase was a risk.

"Not buying new planes would be taking the risk," he said. "You benefit from the 12 to 15 percent lower fuel burn. There is no way you can fly an old airplane in the future given where fuel prices are going."

He said Norwegian, which is set to receive its first wide-body Boeing (BA.N) Dreamliner next year, will base the aircraft in Asia, the world's fastest-growing major market, to bring Asian passengers to Europe.

"We foresee that if we're able to fly with the Dreamliner, with an Asian crew, with our existing infrastructure, we should easily be able to operate the Dreamliner at 50 percent of the cost to our competitor," said Kjos, who flew the F-5 Freedom Fighter in the late 1960s and early 1970s.

"When you are able to cut the cost in two, you can build your own volumes," said Kjos, whose love of flying dates back to the age of eight, when his father built a hangar on their land to survey farmland from the air.

Norwegian has six Dreamliners on order but says it could buy dozens more to expand its long-haul operations with particular focus on Asia.

LOW COST MODEL

Kjos, a lawyer by training, said the Dreamliner and the Airbus (EAD.PA) A350, set to enter service in 2014, both offered the economics to make the low-cost model work and budget airlines would now expand into long-haul routes.

Kjos added that Norwegian would not take over failing airlines but would jump into any vaccum that served its Northern European market, as it is already doing in Malaga, Spain.

"We are strong in the northern region and that's where we'll concentrate on. I think central Europe is very much covered," Kjos said.

Whether Kjos gambled with the new order or not, shareholders have so far benefited as the stock now trades 19 percent higher than prior to the order.

Kjos added that Norwegian has cost targets rather than volume targets and rivals often joke that the airline's acronyms, NAS, actually stands for Norwegian Air Slaves.

"Going from 4 planes to 60 in the last 10 years was a lot more challenging than going from 60 to 150 or 200," said Lars Erik Moen, a senior portfolio manager at Danske Capital, which owns about 1.5 percent of Norwegian.

"It's a brave and correct move, especially when you see that European airlines are slow in ordering," he said, adding his fund has not sold any Norwegian shares since the announcement.

Another top shareholder added that investors in the airline industry expect bold moves because standing still leads to failure.

"They've followed through on their strategy for seven or eight years and now the size changes but not the direction," said a fund manager at a top shareholder who asked not to be named. "We are committed because they are consistent."

"Rather than kicking politically difficult solutions into the long grass, it should consider all options and look at what is best for the UK's prosperity," Jo Valentine, the chief executive of London First said on Wednesday.

"It could be viewed as negligent of government to make such an important decision on purely political grounds. A third runway at Heathrow should be ruled back into the options."

The commission led by Peter Robinson, who is chairman of law firm Berwin Leighton Paisner, said a new hub airport was the type of long-term infrastructure planning London needed to remain competitive.

But it warned that a new airport could take up to 30 years to deliver and would be unable to meet the urgent need for new hub capacity that London currently faces.

The report said the absence of spare capacity constrained London's ability to offer a significant range of long-haul routes to growing markets in Asia and Latin America, putting the British capital at a competitive disadvantage to cities in Germany, France and Holland.

"Without urgent action to meet this need, government runs the risk that investment decisions being taken both by businesses in growing economies and by the airlines that serve them will be difficult, if not impossible, to reverse," said the report, adding that proposals for new hub capacity should be assessed only if that can be delivered in the next 15 years, given the urgent need to tackle the consequences of Heathrow's over-utilised capacity.

The report recommended that in the meantime Ferrovial-owned Heathrow (FER.MC) should have greater freedom to operate more efficiently by allowing planes to land and take off concurrently on both runways. It said freedom to operate in this way could increase runway capacity by up to 15 percent.

If this option was given the go-ahead, the government should commission advice from the regulator on ways to minimise the distribution of noise from different flight patterns, it said.

The commission said expanding capacity at Gatwick, London's second largest airport, and improving transport links between Gatwick and Heathrow would not provide an adequate solution.

The controversial E10 fuel has not yet been set, but the major oil companies see the first signs that they can sell more of it. After many delays, is E10 for some weeks in Germany and widely available at a distance of three cents for the cheapest grade of petrol. Nevertheless, sales in the overall market languishes at less than ten percent there. At Shell and Aral is now, however, be approximately one in five liters of gasoline-fuel E10.
